Torquing the head bolts

When torquing the head bolts I usually do a heat cycle and re-torque them. However I notice that the centre nuts with the copper washers continue to rotate slightly when checking the torque no matter how many time I recheck. I assume that it's because the copper washers compress slightly further each time. Has anyone else noticed this. If so what do you do; keep tightening?

In my experience the copper washers don't turn much. I assume you did use new copper washers. Torque until the wrench clicks. If the wrench doesn't click at the required torque be careful you aren't turning the stud.

Yes I use new washers each time.
It's not that the washers are turning but rather they compress. If I torque them to the recommended value and leave them for a while when I re-torque them the nuts move slightly before the wrench clicks again. It doesn't happen with the nuts with the steel washers but happens with the 4 dome nuts with the copper washers. Just wondering if anyone else has experienced this?
