Fork wavy washers @ bottom of damper rod

This one is for the suspension experts out there.....
Re-building stock forks and found that the lower aluminum stop at the bottom of the damper rods were orientated around the wrong way and the wavy washers and straight washers (items 24 & 25 in the parts catalogue) were incomplete. So.... what are these wavy washers for? I’m assuming some form of bump stop action?
I’m going with RaceTech emulators, and plan to just omit these wavy washers, as with the correct springs/damping they could be unnecessary? Anybody have any input to this? Help appreciated. :grin:

I always thought they just help hold the bottom bolt tight.
