I'm about to get my frame and some other parts powder coated. Does the part of the coil (the laminated core) that is fastened to the bracket need to have metal to metal contact with the bracket?

My guess is yes. On my coil on PC bracket I ran a separate ground wire to ground.

Yes, that is an absolute necessity to have it connected to the ground.

In a word No, Apart from the coils having their own positive and negative, electrical connectivity is maintained through the bolt thread and under side of bolt. Make sure your bolts are good clean metal and run a tap through the internal threads on the frame. I have seen bikes were the owner has scraped the frame of its newly applied paint and plating thinking that's what it needs too get a good earth !
