In some countries, the Rothmans logos for the upper fairing, the fender and the tail cowl along with the Rothmans words for the lower fairing were not applied by the factory for those particular markets. Tobacco advertising was prohibited in some regions. In other countries they were provided but dealer installed at the customers request. I cant say for sure which countries got what, but this is my understanding.
Looking at my pictures, my logos for the upper may be slightly bigger than yours (???), no idea which size is correct though, not that it matters much. the upside is that may make yours easier to apply. For what its worth Id put my money on your logos being the correct size.
It’s interesting you brought up the tobacco decal topic here because the same explanation came up on the FB group too.
I rely on several old brochure pictures and some set of pictures from known “unrestored” original bikes to get me close with all the details surrounding this bike. I’m not building a museum piece, just a reasonable facsimile really.

I think my oval Rothmans decal looks very similar in size to the one shown above. But like you imply, various countries may have gotten slightly different things. I just don’t know enough about these bikes yet to be certain. Every week I learn something new!
