I've got my exhausts burned out (heat gun and torch, very surprisingly not much smoke and/or particulate matter came out of them), and sanded down to metal. Before I put on the PJ1 exhaust paint, do I need a primer? If so, suggestions? Obviously it would need to handle the heat or the paint on top would be worthless.
Also, I'm thinking with the paint generally speaking 2 coats should do the job nicely, yes?

No primer and yes two coats would be nice. You can metal etch it if you want to battle the rust. Some etches act as primers too. What paint are you going to use? People seem to have good luck with the BBQ paint but I have never used it.

I have used PJ1 before and never used primer, It would compromise the high temperature qualities. Making the first coat a light one usually works out better, just enough to cover. I might have given it 2 more on top of that.

The key to a good job is a good key for the paint to stick to. Preparation is the . . . erm, . . Key.
Of course you don't want to do that stuff yourself. It's boring.
Give them a light media blast and/or somewhere that can dip in cleaner bath.

I have them down to metal. First with a paint stripping wheel in my drill. Then 80 grit, 120 grit and last 220 grit sandpaper. That should leave enough "rough" for the paint to adhere to while not being being too rough. Yes?

For sure. Anything less than 800 generally. F5 has a heck of a point about a quick sand or media blast. Just a thought for the future. Serious time saver.
Paint away! No primer and expect the paint near the headers to brown out over time. Pretty usual.
