Power Valve movement

How much rotation do the power valves move when you turn the key on. My pipes are off so I looked in the exhaust port and turned the key on. They moved about 1/4" rotation...is this normal??? Just checking. Thanks.

It's like 12 0 clock position to 12.10 , not much at all
