Storage/normal operation = ON
The PRI position allows fuel to flow freely.

If doing a storage prep, you'll want to dump all the fuel from the tank and then put some 2-stroke oil in the tank and slosh it around really good. These tanks are known to rust especially around the petcock area. It's nearly impossible to get a good replacement tank unless you are RICH.

For storage, I would say to leave the fuel hose disconnected from the petcock. The vacuum petcock is known to leak as they get old. Leaky petcock allows fuel into the carb and if the float gets struck, the fuel flows into the cylinder and fills the crank. Then you get wet plug (s) trying to start in the spring (or a carb full of oil if you put oil in the tank as suggested).
My advise for storage is to drain the carbs. Then tighten the drains back up. Dump a small amount of 2-stroke oil in the spark plug holes and kick over a few times.
Put some wd-40 on the fork tubes.

On prime does the gas run all the time or just when it is kicked over.
