RZ 350 jetting recommendations for Spec II pipe
Not sure if the jetting is in the ball park or not, im not sure if the bike is jetted for the pipes or stock

Where are you located, what altitude, what's done to the bike? We need to know this stuff to get you in the ball park.

1000 ft above sea level( Atlanta area), stock air filter... that's about it

I was told to get a stage 3 jet kit with needles. Helped tremendously on my bike.

250 or 260 jets should work fine with your set up.
Just keep the stock air box and all baffles in place and that is as much jet size increase you will need.
No change necessary to the needles.

I'm just above sea level living just outside Washington, DC. My 1984 US bike has some vintage of Spec II pipes on it, but I don't know which ones. A pic of my bike is linked below, so perhaps you can see if your pipes match mine.

I have the stock airbox and baffles and use a UNI foam filter. My motor is stock. With the stock jetting, it was rideable but would bog a bit here and there. I went to a 22.5 pilot jet and one size up on the main jet (I just don't remember if one size up was a 230 or 240 jet). Those changes made made the bike run superbly. If you haven't already also check float heights, carb syncing, etc., you should. The last thing I did was tweak the air screws for that last little bit of improvement in running quality. With a very long screw driver, I was able to adjust the air screws on the roadside.
