Can't seem to get the bolt loose that holds the pads in the caliper.
Thus far I've tried soaking in WD-40 and Liquid Wrench.
I applied just a bit of heat with a propane torch. (not a lot of heat)
Then I used an impact allen socket.
Still can't get that bolt to budge.
Any suggestions???

Cannot think of anything else. If you are willing to sacrifice all the rubber parts, and a repaint job, heat it up more. Also, use a good allen wrench, and do the heat up process a few times, allowing the hot liquid wrench to work in between.

There is a spring in there putting pressure on the pads. Push up on the pads and see if that helps. Maybe a little late. Hopefully you got it.
