Carb overflow tube?

Hi, quick and potentially a silly question but is the outlet on the left side carb (if sitting on the bike), supposed to be attached to an overflow tube? The reason for my question is that it has no collar on it for the tube to slip over.

Maybe not the original bowl on that carb? Is the other carb different? Mine are identical...

No the other outlet is brass with a collar

I'm not sure this is related to the pool of fuel under the bike a day or 2 after a ride

You need new float needles and seats, at least. I'd take them apart and see what you actually have and make sure they are all adjusted properly, too.
