One more front brake question!
I’m torn about where to get a replacement rotor. Should I get a used one on eBay? Should I get the ecb resurfaced rotor? I’m looking for good brakes, minimal runout and keeping it fairly stock.

i would think new if you buy quality is your best bet as they will be flat and true.
Old ones resurfaced are cut to the depth of the worst gouges, that can mean you end up with a disk too thin and under the limits.

You mention only one disc - Are you referring to an older air-cooled RD350?
If its from the '70s, the original discs were 7mm thick & could be reground (if you can find someone to do it.)
Newer bikes had 5mm rotors that wear badly thanks to non-asbestos brake pads, so anything used will probably be worn out. I'd replace both if its a double disc front end.

I've got a decent set of LC rotors if you need replacements.
