Just found this on some site. Apparently it's a 2 stroke but no idea what bits it took to make this.

I'm going to venture a guess that the engine is a 3MA with an extra cylinder added.

Another guess: The chassis is either custom, a YZR500 or a combination of the two.

I have an answer courtesy of David Howard

The bike is a Fior, built in FR by Claude Fior. It was raced in the European 500 championships in the early 80s. The bike is noteworthy for girder front forks, which allowed for very late braking and the maintenance of the fork's rake and trail under braking made this a superb handling bike. The engine is the NSR 500 triple (my next guess).

Can't get the steering at all. The thing I keep looking at is, there looks to be no airfilter at all. The carbs are so close to the front shock that it seems there is no room.

The NSR500 had a V4 engine. The NS500, Honda's previous GP bike, was a triple.

I have an update. The engine is actually a TZ500 inline 4 reverse cyl. It's hard to tell from the pic, but there are 3 chambers exiting under the seat.

If you look closely you can see all 4 silencers and 4 carbs.

Front suspension is like a car with the wheel turned 90 degrees, the curved lower piece connecting to the engine has a matching one on the other side and they serve as the lower control arms. The larger piece connected to it is the upright to which carries the steering bearings and has the bottom of the damper attached to it ahead of the carbs. The handle bars are fastened to the top of the rigid fork.

The bars are not attached to the fork itself.They are mounted on the upper "control arm" and connected by linkage for steering.If you look directly below the clip-on end you can see part of the steering linkage.This is BMW's Duolever fork.Claude Fior holds three patents on this however he died in 2001.I'm not clear on how Hossack got ahold of it but it's mentioned on Wiki (not reliable) as the Hossack/Fior.I like how it's a monocoque/stressed member chassis.Take a real good look at the rear suspension.
I really don't know why the manufacturers haven't picked up on this technology.It has a lot to offer especially now with all the power we can access.

Hy Guys

engine is Tz inline 4
and the author of this beautiful project was Fior (nickname Pif)
he was a frech engineer that made several motorcycle chassis with unconventional front end, he made also some maountain bikes, so strange too.

he started to work on forkless frame with a 250 cc TZ engine
and after he make this 500 inline four and a V3 RS 500 honda powered.
one of these bike was ride by Marco Gentile, a switzerland rider in 1989

beatuiful time when a simply engineer can make a gp machine
with most innovative technology and obtain a honest result too :smt002
